I don't know what the "venerable dread upgrade" is but I know in the SW codex it states that you may have "0-1 venerable dreadnaught" taken as either an elite or as an HQ. This one would have to count as an HQ because SW's have to have an HQ for every 750 point block. I think that the blood claws should only have two weapon upgrades. One for every three troops.
