I would like to recreate this effect. The article mentioned "Highlights were added with drybrushing and glazes of off-white and bone" .Does anyone know what was want meant with the glazes of white, is just multiple layers of thinned down white paint ?

By the sound of it, exactly that. It's not 'glazing' in the sense of covering a whole area to tint it, it's just carefully applying thinned paint to a small area (so the colour still comes through, but is lightened).
