I know we have the new allies rules but I'm not really talking about those. I want to make my own space marine chapter but say i really want calgar for my hq. Obviously he is an ultra marine. I know some people have issues with using proxy models but what if i had him in my army but just made it clear that all of his rules and wargear apply but it's not really calgar it's actually lord bob of the not ultra marines. Is this okay to do?

easy: if you plan to use Ultramarine chapter tactics, it's no issue, so long as he has 2 power fists no one should whine unless their being a bit of a TFG  . If you plan on using other chapter tactics, run it past your opponent first.

As long as all the game mechanics line up, you can do whatever you want with the paint and the fluff.
And if the paint & fluff are cool enough, I’ll let some mechanics slide, but that’s something you need to check with your opponent.
In one of the previous codexes (5th IIRC) they specifically told you it was OK to file off the serial numbers on the special characters and make them fit your army.

The model just really needs the wargear. Keep in mind lots of people are in the same boat as you, and maybe don't even WANT to use the official models. My Necron army's special characters didn't come from those crummy Finecast models!

Okay thanks for the replies. That would be a totally d--- move to not tell your opponent before the game and you could just change your model to anything convenient. I'm thinking of running a librarian as my hq but the emperors champion is such an awesome model and i really don't like the librarian figure. It's ugly and no helmet. I wonder if that would be too much a stretch. Or maybe just use him as an emperors champion, i heard they're pretty...not bad.

You can pretty much use any model to represent anyone, or attach any rules to an appropriate model (no Tac-Marines standing in for a Baneblade!).
So, for example, if you like Tiggy's rules, but want to run your own custom Space Marine Chapter, there's nothing stopping you from using the Chapter Tactics of the Ultramarines, and all their SC, with names and colors changed. It's "counts as".
The only issues you might run into is having to attach appropriate bits for war-gear that alternate models might not have. If, for example, your SC carries a multi-melta, but the model you are using doesn't have one, you need to attach one to the model for WYSIWYG.

I use a kitbashed model to represent solomon lok since I don't feel like spending all that money on shipping to get the FW mini. The only time I would have an issue is if the war gear is way off, or if the size is really off. The size issue is more if something is much smaller than it should be.
