So I'm starting a R&H army and at its core I will have an infantry platoon of 4 by 20 Renegades. Now, those 10 or so different GW sculpts (I have 80 cultists) are a tad bit redundant so I'm looking for bits or even full models that I can kitbash into my cultists to give them some variety.
One thing I'm trying to avoid is a bunch of Daemon parts. I want my army to reflect an oppressed people rising against the Imperium for freedom, Ill let their unwanted alliance with my CSM bring in the Daemon aesthetic.
Bitswise, I'm looking for options. Heads, guns, backpacks, arms, legs, whatever!

Consider the following: Cadians, Catachans (though I personally find them a bit ugly), Empire flagellants, Free Company, AoS Bloodreavers (if you're going Khorne). Also, FW Vraks Renagade Militia. Those come to mind at the moment.

I've seen wonderful cultists made from Victoria Miniatures stuff, in particular the penal troopers- http://victoriaminiatures.highwire.com/products/penal-guard-1?pagesize=12
(The Highland troopers with gas masks work really well, too.)

Check out Pig Iron's heads. Great stuff. For rabble there's the Kolony ferals. Add some Green Stuff rags to break up the repeated sculpts.

Read the whole thread. Used DV cultists, Empire Flagellants, GW and Mantic zombies and various heads from Maxmini and others.
A bunch of stuff came from two boxes of Empire Flagellants: 20 bodies, lots of interesting heads, arms with and without weapons, the torches, some of the scythes.
There are some old Goliaths and Orlocks from the original Necromunda set.
Four heads were chopped off of a set of FW Chaos Militia Enforcers and added to these figs while the four Enforcer bodies got other heads.
Some bits form ebay include:
Some plastic Plague Bearer arms with swords and a few left arms.
Five Vampire Counts Hexwraith bodies/heads/flaming scythes.
Dark Eldar CC weapon arms.

Along with everything Nudibranch said, I'd also like to add in Marauders of Chaos. Marauders, in particular, mixes very well with catachans as they both have the "bare-arm jungleman" look and Marauders provide more savage, unkempt heads.
You can also look into Vampire Counts Ghouls for some really savage and desperate looking cultists.

I second or third flagellents, some old conversions I did are here.
Pig Iron gasmask heads are also good.
I don't have them yet but Frostgrave Cultists seem like another good kit
