Ok so basically this is to be played against my friends, some are just as new as me and some are not
We are doing 1000pts
My friends who are new are going to be playing space marine, ork, and grey knight
My friends who are more experianced than me will be playing CSM, space marine, and eldar
Here is my army list, im open to any and all critisism, please help me out. I wanna know how decent this will do against the different races, any special tactics i can use, any input at all will help out.

Don't give the sorcerer a power weapon- he gets a force weapon for free which is better anyways.
Drop 1 cultist and you won't be over the 1000 pt list. It's alwaays ok to be a few points under- never ok to be a few points over.

Generally it isn't the best move to combine Blastmasters and sonic blasters as they have significantly different ranges and uses meaning that you will often find yourself only being able to fire the BMs as the SB are out of range. Also not sure if you know or not but Noise marines can now take 1 Blastmaster in a unit of less than 10 and 2 when you reach 10 men (in the FAQ) which is especially fun with both BMs firing from Rhino access points.
Not sure how you are planning to use the bikers but I have had some success giving a MoS Lord a Steed of Slaanesh over a bike when bringing them in from reserves, might be worth considering, although it has some cons.
What psychic discipline will your Sorcerer be taking?

Ok, ill be keeping the sorcs force weapon then. He is also going to go 2 spells deep into the slaanesh tree.
I actually had no idea at all about that with the noise marines. Please give me a quick rundown of how to best use the noise marines.
lol yeah, all my friends were telling me to go Nurgle, but I love my dark prince and lord Slaanesh. Automatically Appended Next Post: Also the bikers are going to be in a unit with my chaos lord. their job is going to be smash into the front lines and destroy the opponent in brutal cqc. I thought about the mark of slaanesh but decided against it because the +1 toughness the bike gives is just amazing on top of a 4++ and FnP.

First thing to note is you can only take half your sorcerer's powers from the Slaanesh set and will need to take at least one from somewhere else.
Automatically Appended Next Post: My personal experience with noise marines is that whilst they should in theory be able to out match a regular space marine in every way; higher Initiative for CC and more dakka for ranged. They get super expensive super fast when they try to do too much so it is always always necessary to take some cultists to up the model count (I personally go for the helcult formation to get 2 sets of fearless cultists and a distraction helbrute for 5pts less thanks to the FAQ).
Because of this you need to know exactly what you want to be doing with any squad. If you want them in CC then only give then boltpistol and CCW. If you want them to be holding objectives then the Icon of Excess is good but only for large units.
The real fun is the ranged options however. I greatly enjoy using a 2 BMs 10 man unit in a rhino which allows them to move but keep firing, getting them to the midfield (usually on an objective) which gives them the ability to hit almost any point on the board. As for Sonic Blasters you need to be careful about how they are used as Salvo makes them pretty stationary and putting them in a rhino limits their firepower. It's also usually a good idea to not give a couple NMs in a unit SBs to act as a wound shield and to reduce the amount of attention they get. Having said that a fully kitted up maxed out squad going to town on a horde of 'Nids who haven't realised that their Venomthrope can't save them is one of my favourite feelings.

Although big units can potentially hit hard you may find you don't have enough flexibility.
Two smaller units of Noise marines would be better than one large one, particularly considering they are fearless and therefore won't brake when taking a wound or two.
I'm also new but that is how I would do it.

Wrong. You have to take at least half from Slaanesh. Nothing prevents you going full out.

But, a five man squad with a blastmaster in a rhino with a havoc launcher synergize very well. Both have 48" range. As long as you have enough other forces putting pressure on your opponent, these little fire boxes can sit safely on your back table edge.

If you can get forgeworld, I'd recommend the Sonic Dreadnought. If you can't, 5man squads with 1 blastmaster and no other upgrades are your bread and butter.
I'd second the Helcult Formation. It's basically a naked Helbrute (who can still be upgraded if you want) with two squads of Cultists. Cultists get fearless(zealot of the helbrute dies) and the helbrute gets a 3+cover save for hiding behind them. Great for rushing forward and tying stuff up or holding backfire.
You should really give the sorc a bike and run it with the others. Unless you have a defined purpose for sticking him with the cultists.
A side note, not super competative but defiantly fun, you could run :
20 CSMs 390pts
-MoS, IoE, CCW&Boltgun, 2Melta, PowerFist, MeltaBombs,
Again, NOT THE MOST COMPETITIVE THING EVER. But I've ran this with Huron for infiltration and its been fun.
Also, while Cypher isn't dedicated to Slaanesh, his high initiative and style might make him a pretty cool conversion project.

I'd second sticking the sorcerer elsewhere, as he doesn't really bring much to the unit - he's not fearless, so the unit getting shot up and legging it is always a risk, and the same will happen with assaults - not great if you want them holding an objective. In addition, the short range buff the Sorcerer can get won't be helping the cultists much, as +1 A, I or S would be far more effective on Marines.
Maybe try a Dark Apostle, if you want to stick a character with the Cultists? Spend the extra points on more cultists, giving you a fearless blob to either camp an objective or tarpit something.
