A Captain on a bike makes Biker Squads troops anyway.

Nope, if it call for Tactical Squads by name then that's what you're going to have to take. Bikes are not Tactical Squads, even when taken as troops.

It's still worth remembering for the mission The Scouring, as they won't give up bonus point when killed.

But you can't change them out for the same reason you can't change the Tacs out for Scouts - the formation requires a certain unit, rather than a Battlefield Role.
