He doesn't have a networked markerlight. He has a target lock and marker light.

As for shooting the marker and the pulse rifle, you cannot do that as a model can only shoot one weapon unless it has a special rule saying otherwise.

A model may only make one shooting attack per turn (essentially, that's firing one weapon). A marker light is a weapon, so the shas may not also fire his pulse weapon.

Also the upgrade is to a shas'ui, not 'el, and they may only take a normal marker light, not a networked one (pages 84 and 85 of 7th edition codex tau empire).
