So from what I'm reading, units with normal weapons but the Sniper rule still wound on a 4+, even when shooting a Plasma Gun for example. Am I derping over something obvious or is that really how it is? Does it fully override the strength of the natural weapon?

Most weapons with sniper don't have a Str value.

I think there was one FW weapon and their answer was that it would use the normal S value if the roll against toughness was better than a 4+, or something along those lines.

It can be put on units as well. Specifically I'm looking at Veteran units in 30k who can get Sniper as a unit.
