What Locus should I bring on my Heralds? I have ML3 Heralds on Discs powered by Horrors and I honestly don't know what loci of gifts to give them. Suggestions?

Locus of conjuration, makes them significantly more dangerous, gives them instant death on T3 troops (you know those guys you are targeting with flickering fire already) and have a look at the differences between S5 and S6 on the wound chart.

That assumes (this is important) that you want to whitchfire with them. To avoid wasting points with any heralds, be clear on what you want them to do.

Do you really need the discs? What is the mobility for? If you're tying to get around and shoot his flank, then locus conjuration is good, but if you want to just produce warp charges form the back field you only need ML3 (preferably in a unit of horrors for a meat shield) or only a disc to grab objectives or a GoTN and ML3 if you're big on buffing things.

Remember that you can set things up so that you can summon heralds to do specific things, so a versatile herald in your actual list is a good bet.

For the record I run my 2 Tzeralds as ML3 in groups of 11 horrors, with a exalted reward on one for portalglyph of GoTN depending on the mission. This is fairly versatile as I can choose a different artifact and powers for each game.
