First of all, I know that these are just star wars green army men and the sculpts are terrible and all of the other things that get said about theses miniatures. But here's the thing. I'M POOR, these are all I can afford and own right now. So I would like to know if there are any Generic Sci-fi or specifically Star Wars skirmish (the vehicles are the same size as the infantry so for realism's sake I think I won't use the spaceships and such) rulesets that would accommodate miniatures of this size (they are [almost] twice the size of 40k or similar sized miniatures). I'm not opposed to paying, but free is optimal and I would also prefer if it weren't something where the very appearance of the miniatures matters (its hard to remember which of my orks had the rocket launcher if they're all ewoks)

Please also note that I am specifically looking for rulesets by themselves, as purchasing a game that includes models invalidates owning models that need changing of the rules to fit and of which the models that came with the game are of better quality.

Sorry for the extensive requirements but it would be a great help if someone could at least point me in the right direction.

I actually bought a lot of Star Wars Command minis about this time last year, and a fair few sculpts are actually not that terrible, give them a lick of paint and they look all right (or at least better than bare plastic!). As for rules, here's the sci-fi section of the Free Rules Wikia, have a look through those and you should find something suitable for both a shootout with the infantry minis and something to use the ships with.

A lot of these rulesets will allow you to create your own unit stats, so you should be able to tailor them to Star Wars and anything else you and up collecting in future.

Finally, if you are on a budget, take a look at companies like Mantic Games, Perry Miniatures and Warlord Games for alternative miniatures and games waaay cheaper than Games Workshop.

I always thought Inquisitor would make a good base for a star wars game. Game size is usually around 4 models each side.
Most of the gear from star wars can be replicated, power sword = lightsaber etc. Powers and abilities can be used as force powers. All the rules are free to find around the net and is designed with 54mm in mind.

Some star wars vehicles in scale with command:
AMT - trade federation tank - plastic kit
Scalextric - imperial speeder bike

You can try blasters and bulkheads. It's a fairly inexpensive pdf.

Thanks for all the help guys, really appreciate it, I'll be sure to start looking into all of your suggestions.

@Paradigm By poor I really mean $50 a year to spend on stuff like this, and living in New Zealand like I do, there is a formula for seeing if you can afford something

1. Check the U.S dollar price.
2. Double it.
3. Add $20 to ship to my friend in the States.
4. add another $20 to get it shipped here (because Mantic don't ship here)

That's why I'm using Command.
