Another revision of this list for a local tournament. The two conscript blobs advance to flood the midfield and tie up any units they can. CCS, PCS and henchmen warbands hide out in cover and support the larger blobs with their orders and psychic powers while shooting any targets of opportunity. The skyhammer has the option to land turn 1 or 2 depending on the situation. Wyverns hide behind LOS blocking terrain where possible and murderise anything they can hurt. I think with the immense survivability of the guardsmen plus the sheer killing power of the skyhammer and wyverns this has the makings of a competitive list.

Mixing the devastator weapons is not a great idea, grav and multi meltas will prioritize targets differently. You should have 1 full grav squad and 1 full multi melta squad. You then can choose which comes in turn 1 depending on what you need.

Ideally you could find a way to get a 3rd empty drop pod so you can bring both Dev squads in.

Thanks for the feedback, and yeah splitting the special weapons probably makes sense. I don't think skyhammer needs another drop pod, their rules work differently (can either choose turn 1 or turn 2).

I've had another idea to get a little more anti-air with a raven guard 'raptor wing'. Grav is instead provided by some ravenwing bikes. Probably a little weaker than before but it means I avoid the dubiousness of not having the official rules for the skyhammer.
