Is that a miniature's question, or a game question (or both)? True, the tac marines only come with Heavy Bolter or Missile Launcher. Rules-wise, I bet you could come up with your Lascannon rules easy enough..

On the other hand, if you want lascannons, I'm pretty sure there are lots to be had by space marine players that will happily sell you the bits for cheap

The Mk6 torsos from Calth are compatible with almost every current, plastic space marine kit with no modification. I say "almost" because the bottom of the upper torso has a little tab that gets in the way of some models, requiring it to be filed own.
