If you drop the night sythes you could get there.
You could probably also do without the phase shifter or veil of darkness. I get that you loose all mobility for scoring objectives but this is more of shooting list.
One problem I think you'll run into is a lack of ignores cover. Other than that I love it. Shooting necrons at their best, bs5 preferred enemy.

I'm sure it'd be strong against some lists, but my guard infantry army would love this - pretty much an auto-win.
Might want to include some more anti-infantry!

This experiment of a list is geared toward anti Knights (Imperial and Eldar).
Basically focus down one threat until it's gone, then on to the next one. Rinse and repeat.
Obviously an elite infantry list's paper to its rock is going to be horde, that's nothing new. But in that the current competitive meta isn't very horde heavy, that might not be too heavy of a concern yet.
Unfortunately, Necrons don't have a lot of access to ignore cover weapons. Typically it comes down to Tomb Blades, but that would occupy a precious FA slot, so I'm not sure if I want to give that up...
Will tweak further.

If you drop the Night Scythes you could take Praetorians or Wraiths for CC and hoard control. Wraiths don't always have to be in a harvest to be effective.

Well aware of this, just very hesitant to lose a Heavy D to free up that slot (if I took a Harvest it'd still be able to keep all 12 Heavy Ds).
Gotta ask myself now, "What's worth more as a secondary focus for the army: objective grabbing or CC/horde control?"

You sound like you have an army with no mobility at all right now, but you have 12 super tough jetpack infantry models. Thats easily enough that you can keep some off the table to deep strike onto objectives later. (If you play maelstrom its not AS good an idea but you still could)
And are you counting out your Night Scythes on horde control. Tesla destructors can still put the hurt on anything less than AV13 or 2+. Horde armies to deal with, Tyranids (use your gun line to take out their synapse stuff), Ork boy spam (take out the trukks and let your destructors chew through their t shirt save), IG (blow up their tanks and all you have to worry about are lasguns. . . scary)
Now if you deal with a dedicated CC list or one single invisible deathstar you might be in trouble.

Praetorians are elite so you could take them without losing the FA slots. Since you already have a ton of AP2 then you can take the Rending +1 Attack version.

I'd try and fit a unit of wraiths in then instead of one destroyer - I don't think you'd hurt too much from losing one out of twelve! Not entirely sure what else you could drop to pay for it though...

Destroyer Cult only lets you take one Heavy D unit while requiring you to take three units of minimum three regular Destroyers (a single one of which per unit can pay 10 points to upgrade his gun) and one Destroyer Lord.
If all you're after is Heavy Destroyers, the other things end up being quite a massive tax. Automatically Appended Next Post:

Dropped the Warlord's Phase Shifter, a Night Scythe, and two Heavy Ds (one from each FA slot).
Picked up a unit of naked Wraiths (to tie up highly mobile threats for a bit) and some Particle Beamer Tomb Blades (to pick up the slack with crowd control and objective grabbing that I'll need help with now that I'm down one NS).
It's looking a bit more balanced now (even it does only have a measly 12 S9 shots).
