My first thought is Tau bringing a mix of Stormsurges, Taunar and marker drone squads.

I don't think you need to be unbound for Tau to be insane powerful. You could go unbound and bring a wraithknight or two to spice things up with them though.

Tzeentch Veteran Marine with Psychic Potential

I would say 50 individual heralds of tzeentch, or 23 heralds of tzeentch with lvl 3 and a lvl 1 herald of tzeentch.
You can put them on the table and summon almost an entire new list. Also, I don't think many opponents can individually target many of those per turn, and the 5++ rerolling ones offers the same protection against any gun. They can be spread out to avoid blast casualties, and you can flood the middle of the table with summoned units. Then, you can support those units with the heralds your opponent couldn't kill.
Grey knight sanctuary + cleansing flame spam can hurt, as well as a culexus, but I don't know if they can kill enough to reduce your chances of summoning very much, and you should have plenty of denial dice anyway. In this respect the 50 individual ones are probably better. It's too many individual targets. If you were ever really worried, you can collapse them onto a unit to hold them up and still summon units to help you.

12 Sicarians with Lascannons and 1 Sicarian naked.
Comes out to just shy of 2250 and is 24 lascannon shots with 78 TL ignore jink Autocannon shots.
If you just wanted to be silly, you could also run 16 Vindicators with Siege shields and combi-bolters or 6 Typhons naked. and have points to spare.
