So if transports not dedicated gain inifiltrate can you still put guys in it without infiltrate and infiltrate it?

Why wouldn't it? The difference between Dedicated and normal Transports is that if you have a unit with Infiltrate in a DT that doesn't have Infiltrate, it is allowed to infiltrate anyway. THAT won't work on a non-DT, but that's it.

No you can't. Infiltrating units are deployed specifically after normal deployment. You'll have to deploy the non-infiltrating unit before you put the infiltrating transport on the table.

Also, how can a vehicle get infiltrate in the first place? There's a warlord trait that allows non vehicle units to get infiltrate (which does apply to that unit's DT), but I'm unaware of a rule that gives it to vehicles - though there could certainly be something to that effect.

The opportunity to have units start the game embarked in something else occurs at two times. Either #1 - when you deploy the unit, or #2 - when two units begin the game in Reserves. Waiting to deploy a unit that's Infiltrating is not the same as deploying a unit and is not the same as beginning the game in Reserves. As such, there's no such thing as "stay in the transport until it deploys", because that's not how it works.
