So in the rulebook it states that if a model with poison (or the weapon it's wielding) has a strength value higher than the target's toughness, a failed wound roll can be rerolled, but I've also read elsewhere that the strength value can also be equal to the toughness value to get a reroll.

Is the latter correct? or is that a mistake?

7th edition is now S>T to get a reroll.

In 6th it was S=T got a reroll, now its back to 5th edition where S must be higher. You're looking, likely, at 6th edition batreps.
