If I used my black Templar's with an allied nemesis strike force from GK would I still be able to use psychic powers on my black Templar's? Like would I be able to cast prescience on a unit of crusader marines?

My codex isn't in front of me; but I'm pretty sure you can still cast friendly powers across IoM armies even though they lack organic Psykers.

You can't put psykers in a BT detachment, but there is nothing that prohibits targetting them with psykers of other detachments. As long as they're battle brothers.

Templers have always been allowed to work with Grey Knights. Per the fluff Grey Knights are the only Psykers that Black Templers will work with.
