So I want to run a hardcore assault list for eldar, but with bikes, lots of bikes. SO FEAR ME AND MY SHINING SPEARS!!!
Seer Council on Bikes (this is kinda the death star of the list)
-2 Farseers (one with spirit stone)
-10 Warlocks
Autarch (joining the Seer Star)
-Bike
-Banshee Mask
-Fusion Gun
-Shard of Anaris
2 units of 5 Scatter Bikes
2 units of 5 Fire Dragons
-Exarch
2 units of 5 Shining Spears
-Exarch w/ Star Lance
2 units of 1 Falcon
-Starcannon
-Holo-field
-Shuriken Cannon
So I'm gonna roll the spirit stone one on Telepathy (hoping for Invis) and the second on Runes of Fate (hoping for fortune), with 16 additional warp charge a turn I should be able to get off what I need to in order to stay alive and then when I get into the combat copious amounts of Fleshbane should turn out okay. I might consider throwing on Divination instead hoping for Misfortune that would let me get some AP into the unit.

Without Hit and Run, tarpitting could ruin your fun for the Jetseer Council ... though it is a lot of WitchBlades. Perhaps the autarch out for Baharoth, if you have a S'Hawk model? And you've not in real need for the Reserve boost the autarch offers. A farseer can have the Shard of Anaris.
Shining Spears are subpar, unless your models are well painted and thus played for pride? No sarcasm intended. I've been there.
Scat-bikes:
Two units of 5 are quite big in foot print (old bases or new?). If you play ITC or maelstrom heavy missions then a 3, 3, and 4 unit split is better for general MSU strategy:
a. more units splits your enemy's fire. Good for you
b. more opportunities for you to score, and shoot different enemy units. Good for you.
c. Each is easier to hide with JSJ
d. 1 surviving scatbike at 20% needs  to rally, on meh Guardian morale. Then again, only 1 dead outta 5 isn't a Morale Check. So, that's a wash.
Falcons:
Consider Vectored Engines to allow FireDs to gain some more range when disembarking, and then the Falcon can point its stern away from enemy fire

Could I suggest a couple of Hemlock Wraithfighters since you have the Autarch for reserve manipulation anyway? The -2 bubble enemy for moral, pinning and fear checks would work really well for sweeping enemies in a single round of combat to overcome their lack of Hit and Run, plus the effects stack so I expect you to overrun anything without Fearless. Their D blasts helps you in the Anti-tank department, plus 2 psykers at Mastery Level 2 means you’ll probably get Shrouding on Telepathy or Protect/Jinx on Runes of battle to help buff your bikes to help them get into CC

If you want to run bikes go for 3 bikes x 5 squads or more. The main strength of Eldar Jetbikes is that in units of 3 you get excellent firepower while presenting a very insignificant target for the enemy (each unit is 81 points). Spamming multiple small units (MSU) is the very effective for eldar and almost unbearable for the enemy to handle.

Although I have to say I love the idea of a Space Elf Jetbike knights with Laser lances charging down a gun line, throw out a few shroudings for 2+ cover saves and use Hemlocks to sweep sounds really fun, so off the top of my head this looks pretty fun as a theme.

I've had good luck with my shining spears. They are decent at taking down tanks with AV10 rears. They are also very good at killing bikes and other MEQ. They can't go toe to toe with targets like terminators or death stars.
But for 170 points, they are good for what they are. They just have a bad rep because they are not 5 more scat bikes

Wouldn't it be best to run Shining Spears MSU style, this going hand in hand with MSU Scatterbikes as you can have a 3 man Shining Spear with Exarch and Star lance for 95pts, the more Star lances and Exarchs the better.
I'd take 2 aspect shrines with 6x 3-man Shining Spears with Exarchs and Star Lances for 570pts, then fill in your 3 man Scatterbike squads, Crimson Death formation and drop the Seer Council and take as many Autarch Skyrunners with Banshee Masks and Laser Lances as you can to spread out over several Spear units that will be charging units that have overwatch that needs nullifying Automatically Appended Next Post: I came up with

Fair enough, but I'm not entirely sure what is going to be able to tarpit them that the scatpack cannot deal with; with that mobility, potential leadership debuffs, fleshbane, and instant death in challenges you just need to be careful with who you engage.
I say this since I have had a lot of success with the Autarch in the Seerstar and never really found Baharoth really worth it outside of a Eldrad/wraithguard deathstar but YMMV.
Speaking of Hit and Run, it might be fun to ally some Harliequin a Falchou’s Blade formation for some glaive wielding Skyweavers (add a try and throw a farseer with shrouding in there for 2+ rerollable jinking lol) the AP2 attacks and additional Shuriken Cannons are great

Regardless of strength, I love this list. I used to have a 1000pts of 3 units of 6 Shuriken Cannons, each with warlock and a Farseer with 3 Warlocks, plus a Vyper. Windrider Host for the win.
I've downgraded to 500pt Windrider Host as I won every game I played with them.
