I wanted to get a list written up before I started buying so I don't end up with too many unused models. I'd rather it was fun to
play both with and against than being super competitive but i do also want to be able to win games so any feedback would
be great.

1st CAD
HQ
- Farseer Skyrunner - Spirit Stone of Anath'lan, Singing Spear, Phoenix Gem
- Farseer Skyrunner

Troops
- Windriders (5) - 5x Shuriken Cannons
- Windriders (5) - 5x Shuriken Cannons
- Windriders (5) - 5x Shuriken Cannons

Fast Attack
- Vyper - Brightlance
- Vyper - Brightlance
- Vyper - Brightlance

2nd CAD
HQ
- Farseer Skyrunner

Troops
- Windriders (5) - 5x Shuriken Cannons
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers

Fast Attack
- Vyper - Brightlance
- Vyper - Brightlance
- Vyper - Brightlance

The plan is to run the farseers in shuriken cannon squads to cast guide and doom with the scatter laser bikes hanging back
to take close objectives and to take advantage of their longer range. I've got the bright lance vypers there to deal with armor
and maybe terminators with fnp if necessary.

Taking 30 windrider bikes slides you firmly into the 'super competitive' arena. Super competitive lists can be fun to play against -- that is dependent on the player playing them. Just don't kid yourself and say it's a fluff based list when it's not.

I suggest finding a way to drop your vypers and get a wraithknight. You need to find 100 points to trim down, but a WK is going to take you further in stopping threats like termies or cracking tanks than fragile 3 BLs will.

I would say that if he had 30 scat bikes he's firmly in the 'competitive' arena. Now, people will be reluctant to play against 30 bikes, so good luck.

I agree wholeheartedly about a wraithknight though. Run the eldar windrider host detachment, which will help with all the shuriken cannons you are running with the shred rule for a turn. Move your vypers into a single vyper with double shuriken cannons and trim bike until you have enough points for a sword/board WK. How are you going to go about getting all those jetbikes? That's pretty expensive. $40 per 3 bikes is going to get pricey quick.

First, Welcome to Dakka!

As others have said, spamming that many bikes might cause some issues with claiming not to be super competitive. You can either go all-in and embrace it, or take it down a notch.

As someone who’s putting together a Saim-Hann army (albeit very slowly) I’ve given some thought on how to make it fun to play both with and against, while keeping the theme. There are going to be bikes. But if you follow the old 1-in-3 rule for heavy weapons, you should get a lot fewer complaints. If you magnetize (a fairly easy one, by the way) you can switch them back to scatbike spam if you want to play in a tournament.

You could use something like a brightlance falcon or a fire prism if you want some long range AV. Falcons have the advantage that you can stick a unit of aspect warriors in there if you actually want to include something in your list that could get some mud on it.

Crimson Hunters and Swooping Hawks are also very thematic to accompany a bike force. Gives you list a more well-rounded nature.

While vypers are not a bad BL platform, I think they do well with pair ShurCans. Lots of dakka, not a lot of points.

+1 to this idea.

Also you can ask people who you are playing how they want it. Some people want you to 'bring it', for a more competitive game. If we were playing, I would be one of those people, as the best way to get better is to be challenged hard.

Other people don't like that, and want you to keep the kid gloves on. In those cases, you want to run a 1/3 ratio of heavy weapons.

Ok so having read the feedback so far I've realized that this is not going to be a friendly list. Having said that I've re-written the list and this is what i have now:

CAD 1
HQ
- Farseer Skyrunner
- Farseer Skyrunner

Troops
- Windriders (5) - 5x Shuriken Cannons
- Windriders (5) - 5x Shuriken Cannons
- Windriders (5) - 5x Shuriken Cannons

Lord of War
- Wraith Knight - Ghostglaive + Scattershield, 2x Starcannon

CAD 2
HQ
- Farseer Skyrunner

Troops
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers

Fast Attack
- Nightwing Interceptor

The main question now is, is the nightwing worth its 145 points or should i swap it for something else?

Your list is quite good and so regarding the nightwing i think its more a matter of if you like the model or or not compared to e.g. a Crimson Hunter Exarch which would be the other choice.
Having said that, why the 2 CADs? If you really really want 3 Farseers then go for the Seer council instead which would be even more fun if you like psychics, in my view.

CAD
HQ
- Farseer Skyrunner

Troops
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers
- Windriders (5) - 5x Scatter Lasers

Fast Attack
- Nightwing Interceptor / or Crimson Hunter Exarch.

Lord of War
- Wraith Knight - Ghostglaive + Scattershield, 2x Starcannon

Seer Council
2x Farseer Skyrunner
5x Warlock Skyrunner

I had considered a seer council but my main issue with that is its quite the points sink. Its 480 points minimum to have them on bikes and it also means that I cant buff the bikers as much or as easily. That's the main point of the farseers, to put guide on the shuriken bikers and potentially doom or fortune, depending on what I roll up.

As for those scatter lasers, from what I've seen of other lists and other people talking about lists they are better than the shuriken cannons, but I personally really like the shuriken cannons and when I have used bikers before, the blade storm has always helped; especially since i face quite a lot of terminators as well as ork war bosses with mega armor and lucky stikk.
