Well, your opponent is officially That Guy by the sound of it. Main thing you've gotta do is get close and then tie down the big guys. Killing them is secondary to rendering them ineffective.
If he's got a Ta'unar, Stormsurge, Riptide and 2-3 Broadsides at 2000 points, he's only got 600ish points of anything else. Sounds like he probably has reliable AA with the Broadsides and Stormsurge, so I'd steer clear of Night/Doom Scythes.
What you probably want is spam. As many units as you can muster. If most of his shots are D blasts, skip the Decurion and go CAD or even unbound (sounds like he's unbound). If most of his shots aren't both D and blasts, go Decurion (because Relentless and Move Through Cover are critical), take as many individual units as you can, and try to have some things like Triarch Pretorians, Wraiths, etc to tie up his fire. Ghost Arks are a good idea, too, and Jink like crazy if they're not marked. Use Deathmarks or other deep strikers to get at and annihilate the markers - Flayed Ones might be a good idea too. And above all, keep on trucking straight ahead to lock down or kill his big stuff. The Transcendent C'Tan's D power is unreliable, but hilarious if you can make it work. I wouldn't, though.
Remember, even a 5+ Reanimation can save a surprising number of guys, and don't be afraid to pop rez orbs. Get cover, or a Cryptek with a Chronometron if you can.
Everything you can destroy or staple down is one more thing you don't have to worry about. Necrons aren't very killy in melee, but Tau are legendarily atrocious at it, and Necrons can last like nobody else, so get in there and lock 'em down. Fire Warriors will die in a hurry, and few markerlight platforms are durable. Skyrays have AV13, but Warriors/Immortals will rip them apart; Pathfinders are squishy Guardsmen-equivalents; Marker Drones are no tougher than Warriors without RP.
