How does this work exactly? Book 5 says it can be used as a non compulsory HQ choice. I'm building a sons of Horus list and battlescribe allows my master of signal to take one as a dedicated transport...I'm not sure if it's had a red book update or not, so I'm wondering if this is a legal way of fielding one.

That's it, book 5 doesn't say it's ultramarines only. It says it can be taken by any legion but doesn't fulfil the compulsory HQ choice. Then it says that ultramarines can take an additional one. So I don't know as to whether I'm allowed to take one as a dedicated transport for my centurion if I'm already fielding 2 HQ choices.

I'm fairly certain only Ultramarines are allowed to take it as a dedicated transport for a Master of Signals, and only one Master of Signals in the army may do so. The rule looks pretty clear to me, too. Everyone else just takes 0-1 non-compulsory in any FO over 1,000. Never rely on Battlescribe being correct, especially with the HH rules.

For your SoH army you can take a single Damocles as long as you have already fulfilled your compulsory HQ requirement(s), have the available slot and points for it, and the game size is over 1000 points. That said it's entirely possible this will be updated in the new books, but I doubt it'll affect your ability to take one by itself as a non-compulsory.

In Book 5 it clearly shows (in the index) that it is in the ultramarines legion 'chapter'

If it was avaliable for all legions it would be in the additional legiones astartes crusade army list 'chapter'

In that same book there is a note under then entry, that very clearly states that you are wrong.

Yup, you're wrong though, since the same entry states that it's a non-compulsory HQ option for other legions.

To OP: it has the same general Idea as the "support officer" special rule. It takes an HQ slot, but it does not count as your 1 manditory HQ. That's the short and long of how it works

I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.

The ultras can take them as a transport for master of signals is the biggest difference, well for other legions they take a hq slot. They are not ultra only, the ultras just get to take more of them.

Edit: bren is 100% right.
