With the new Blood Angel legion rules being released (admittedly no legion rules for SW as far as I know) do they take the top spot for best CC legion? Or is there some other legion that does CC better?

I mean, there's always blob WE. It's like playing melee orks, but with 3+ armor and better guns.

Depends on what kind of CC you want. World Eaters are blob of maniacs on PCP and Angron is a beast. People tend to forget about the SoH/Luna Wolves who have Reavers and the Black Reaving that makes them troops, and with their Legion rules getting extra attacks at initiative step one when you outnumber is amazing, same with their rage.
