The bikers probably. They are tougher, faster, able to jink and are Relentless so they never worry about the salvo rule.

In gladius you get a free transport for your tacticals - basically the only reason to take a tactical over bikes. I much prefer a 5 man scout squad with shotguns/bolters in a LSS with a heavy bolter/multimelta to fill my troop requirements if I am running a CAD (this is one of the cheesiest units in the marine codex.)

Im planning to run tac marines anyway as if i want scouts id want to bring them as part of the 10th company plus it feels nice to have tac marines be usable lol

Bikes are just flat out better in every way than tacticals this edition. It's sad but true. Between a better basic weapon, toughness, mobility, jink and the ability to take squads with out any dead weight, there is no comparison.

Scouts by themselves are just decent. Cheap with a decent weapon and infiltrate special rule. Access to a 40 point vehicle with scout and infiltrate with 2 good heavy weapons is very nice. its comparable to a squad of kabalites with a venom except it's got infiltrate and some other nifty tricks (radar jammer). In any case it's a heck of a lot better than a tactical squad. It can give a bike squad a run for it's money too - it can match their mobility has better long range firepower and puts out more shots. I say it's cheesy because you get so much for so little. Then again...this is marines we are talking about - not eldar. A squad of scatter bikes will wreck ether one of these units and it costs less.
