A second starter set would be the best for the low point games, but to make it to 500 he should just add in another box of plaguebearers. Once you start getting into the 1000+ range make sure that he has a Daemon Prince of Nurgle in there. He can get pricey once the upgrades get going, but even if you just invest in wings and one greater reward to get the balesword he can do a fair bit. My typical build for a DPoN is Wings, Armour, ML 3, 2 Greater, 1 Lesser reward. Puts him at 345 points, but he will tank a ton of wounds and put out some very high killing power.
An example of a 500 point list I would use would be:

So, in the end, it's about € 163 to get 2 of the starter and a daemon prince model, but it will get him to 1000 points.
