A buddy and I are thinking of trying some Cities of Death, I built a few multi level ruins for our apocalypse game and have two 14" square, ~8" tall cardboard boxes I'm going to put holes in, stucco, paint, etc. These are going to be two interior levels and a roof with battlements. These will be solid structures, no gaping holes to move models around but windows for aesthetics, so how do the rules work? We tried, in a smaller game, to apply the rulebook as written, but it wasn't really clear. We might house rule it, but, if anyone's got official interpretations, or if there's actual rules for this, I'd love to know.
So far, we treated the interior as a separate terrain without the models being placed. So they occupied the space, could be shot (but got cover saves), could be assaulted and thus lose control. It took a move to go from outside to inside, and inside up to roof.

If you can't lift off the roof then the easiest method is to treat the inside like a transport vehicle with access points and fire points.

Which is what I interpreted from the rulebook, but is there then no rules for assaulting and taking solid buildings?

Nope if you're inside and buttoned up then the enemy needs to kill you or destroy the building.

That sucks. I think we'll house rule as our buildings aren't bastions but apartments, but thanks for the help

You can play them as ruins if you prefer. Thus providing 4+ cover and allowing movement via difficult terrain.
Alternatively, you can play them as really weak buildings. Give them a datasheet of AV 10 and only 2 HPs. That way, anyone inside risks suffering from the building collapsing around them and taking falling damage (I'm pretty sure there's rules for that in the BRB but I don't have it on my to quote.) I remember there being a section about terrain and datasheets, and you being free to create whatever datasheet you want.
