We know that the Blue Scribes take up too much HQ slot.

In a lower point game though, where you only take 1 or 2 heralds anyway and you don't have that many warp charges... Take the Scribes and roll on Malefic all the time, it should give you and easy incursion/sacrifice/possession (or 2) which makes up the points.

Has anyone tried this?

I have. He still suffers from not being an IC and is easily targetable especially if you lack LoS blocking cover

If blue scribes was a heavy support and/or had independent character, they'd be awesome. But without either of those things Blue Scribes is only really good for casual play.

Wyverns and thunder fire cannons are super common in my group so I've never really seen him shine. I've seen him summon a bloodthirster, but the bloodthirster never got into combat so it was pretty unimpressive.

Summoning more heralds isn't all that useful, so you really want incursion or possession. That's a one in three chance of getting something good. So in a 6 turn game it happens twice, but if it happens later in the game you may never end up getting your new units to do anything.
