You can, but it's a bit of a points sink on a questionable return, I think Crackshot is currently the Black Squadron EPT of choice, it's cheap, flexible and helps push damage through against targets that 2 dice TIE struggle with

You could technically, yes. But now you're losing out on some more helpful upgrades, like many have said. You would want your last pilot to be an academy, however. You won't want to pay extra points if you don't need to.
