Yes, it's 2 weapons, same as having 2 CCW. I'd go PF/LC though.

To get under 1250:
1. Cut 1 Obliterator
2. Make Crimson Slaughter, give the Lord the Daemonheart.
3. Give Renegade Command Squad a Lascannon.

And you have a couple points left, give Lord Blight Grenades, always a handy thing to have.
