Is it possible to paint somehow a full bag of static grass, for example from green to ochre yellow? I dont want to paint it after i use it, I just want to change the color of it before I apply it on base or terrain. If you just use diluted paint it will stick..

no, the paint will stick the static grass together. there are ochre color static grass available.

Not really, no.
Static grass is cheap enough that you could just buy "scorched grass" and replace it.

I would say no with one exception.

You get a small bucket, fill it with water, add clothes dye. (you can get a lot of them for cheap in general arts and crafts stores)

You will have to stir it up a bunch and wait...

Then you would need to find a way to strain it, and dry it back out.... good luck with that.

You are also trying to go from a dark colour to a light colour, which really won't work
