I think they were Mining Guild fighters, Imperial-controlled. It would be interesting though. Would the missing wing segments impact their maneuverability? Agility 2 for 11pts? Hmmm...

Mining Guild TIE fighters[2] were modified TIE/LN starfighters[3] that the Mining Guild was allowed to use due to its association with the Galactic Empire. In order to make those fighters clearly distinct from the ones in direct service of the Empire, they had a yellow color scheme. They also had a notch cut in their stabilizers, giving them only eight solar collectors instead of twelve, which gave them improved visibility, but greatly diminished their combat capability.

So, they almost certainly wouldn't be Scum, and while the designers may well have revised their opinion as the game has expanded, the original base TIE/LN was artificially increased in cost as it was felt that allowing that many ships (I forget if it was 9 or 10) in a standard list skewed the balance, so there likely isn't really a spot in the range below Academy Pilot they're looking to fill.

Probably file it in the drawer marked "nice idea/only if we're desperate."
