Hello everyone!
I recently came into posession of a massive Eldar army thanks to a good friend, though I have never played much 40k, and the formations/detachments often confuse me. I've made a list which I feel could be very powerful through researching the individual units that are included. The issue is that I have created a list which is 10 points too high for 1850, and 140 points too short for 2000. I wanted to make a new topic to get some much needed advice. First I will show my list, then after I will talk about some of my choices.

My hopes for this list was to make it as fast as possible while covering my bases against vehicles (Fire Dragons), monstrous creatures (Warp Spiders and Shurikens), and flyers (Crimson Hunters). I went for shuriken cannons instead of scatter lasers on the Windriders and Vyper because of the tempest of blades rule given to them by the formation. I would like to add a bright lance to the Vyper if possible, but points is an issue. My other idea was to add a Warlock to each bike squad, or add two more Warlocks to my conclave, but I would playing around with points a lot to make this work. What are your thoughts?

Overall it looks good, but you have a "bit of fat" in the list. Meaning extra upgrades or combinations in the units that really don't do much.
First, the Fire Pikes. You don't need them. They are actually so uncommon that I had to look them up to remember why no one takes them. The whole Dragon unit wants to be in melta range, so the Pike is redundant. Battle Focus into melta range. There's 30 pts right there for ya.
You're Srepents are confused. They either want to shoot at Tanks, making the Shuricannon useless, or they want to shoot are targets with Toughness, making the BL a bit of overkill. Pick 1. If you decide you need the BL, drop the Shuricannon upgrade. If you decide you want more dakka, keep the upgrade, but make the main gun either another Shuricannon or Scatter laser. I am a fan of the double Shuricannon Serpent, but you don't have any turn 1 anti AV, so the BL may be the choice for you.
Holofields are wasted on a Vypers. Too fragile and not enough hull points, Ask a Dark Eldar player how often Flickerfields save their Venoms. You are better off buying a second Vyper
Those changes may give you points to put BLs on the Vypers and still be under 1850.
But no more Warlocks. I love the idea of these guys, but if you are going for competitive, just take the minimum 1 guy and use him to hide until a late turn objective grab.

I'm going to speak up for the humble Firepike. While a spendy upgrade at 15pts it still has its uses. When you have been out of your transport and killed what you wanted to melta, then your next target is just too far for your squad, you can just hug cover and let your BS6 exarch take care of it. I've blown up vehicles with 1 shot from 18" then battle focussed back into cover. I think it's a great upgrade, and GW actually never made a standard exarch model. It's either a firepike or dragons breath flamer...really? THAT is a never take upgrade. Up to you on the pike.
As far as the BL combo with shuricannons, I run them like that because more s6 shooting is NEVER bad thing. Sure shooting at AV13+ you lose your shuricannon shots, but when you turn around and need to shoot a MC, you'll be glad you had it. I don't think a BL is overkill for a MC, but a starcannon synergizes MUCH better with the shuricannon for sure, I'm with you there Galef.
If he's wanting to run the windrider host he has to take a warlock as a requirement, so I don't have a problem with it. They bring runes of battle, which is a VERY good psychic tree - though spirit seers do it better than them. Getting bonus cover for jinks, taking away cover, upping jetbikes armor to 2+ are all things that are possible with RoB.
Solid look here boss, and I will just say what everyone is thinking. If you switch to a CAD, you can ditch the vypers, warlock and run all scat bikes to be more on the harder competitive edge.
Now for sure drop the holo field from the vyper if you keep it the same. That is just like putting a band aid on a bullet wound, they die to a stiff breeze, just trust in the jink.
Anywho, hope my advice was helpful, and if you were looking for being fluffy and painting all your shiny jetbikes and stuff the red of saim-hann - more power to you boss!

I think Scatterlasers are just better. And CAD is better. You can take more units of bikes and they get Obsec. Which is huge. Eldar being able to rob gaes with obsec jetbikes is one of their GREAT strengths. Always has been.

If you do run CAD, split the bike into minimum units of 3 w/ scatters. More tactical flexibility.
I would love it if the Windrider host allowed 3-5 units of bikes instead of JUST 3. And the Tempest of Blades rule should have been re-rolls 1's to wound with shuirkens all the time, not just for 1 turn.
Those 2 simple changes would have made the Warhost an appealing option over CAD, but as it stands, it is just a "for Fun" option.

Welcome to Dakka!
* Scatter lasers are generally considered better than skuriken cannons. While the cannons are better against highly armored targets, the range and flexability of the scatter lasers generally makes them considered 'better'.
* Drop the holo-fields on your vyper. If something looks at it, it will evaporate anyway. Use those points to get an underslung cannon on it, so your are doubling the firepower for 10 points.

Firstly it's cheaper, and secondly with four BS 5 melta shots, you will generally take down anything anyway. The heavy flamer gives you some versatility -- a trait most aspect warriors lack.

Bright lances, while iconic are actually really bad. You are better off going with scatter lasers, shuriken cannons, or *gasp* starcannons.

Your price is wrong on these. It should be 205. The TL death spinner is also complete garbage. With a BS of 5, buying that upgrade actually lowers the effective DPP (damage per point) of your model. Put those 5 points anywhere else and they will be more effective.
The biggest suggestions I can make are ...
* Buy rare earth magnets for your vehicles and bikes. Use them to let you swap out heavy weapons. Hell, I use them to transport my army using the tablewar soultion.
* Play games. All the theorycrafting in the world pales to real world experience. Get out there and play some games, and your army will tweak accordingly.
* Paint. You will grow to appreciate the game more if you play with a well painted army. It sounds funky, but trust me on this. There are tons of videos online that will show you how to paint a bad ass looking force.

frankly i dont get it why people always see wind rider host as that 1 use shu crap..yes yes SL is way better than SC.
imo always run 6" is huge if you have aspect host in the list and 100 pts tax is not that huge deal..
and.. somehow i dont like idea of those 3 bike units. its so easy to kill them. You lose 1 and you have LD check. 5 bikes have some advantages: harder to wipe the squad and after losing 1 bike you dont have LD check aaaaand looks safer to put a farseer there rather than in a 3 bike squad.
