Yes, I realize that ITC forbids the notion of Scouting Buildings, but the ITC FAQ is basically Reeciushammer at this point (and there's nothing wrong with that), but this is a RAW conundrum I've been entertaining myself with lately.
So.
Claimed Buildings, as per the rules, are Units in your army.
Some characters/traits/etc have the ability to give Scout to Units in your army.
Ergo, Buildings can Scout. 12" even, since they're not on the list of things that can only Scout 6"
As Transport Vehicles, a Scouting Building would carry its passengers along with it when it Scouts.
But.
What happens to units on its Battlements? Or, for that matter, to the Battlements themselves?
Does the Building slide out from underneath the models deployed on top of it? Do they ride with it to its magical new destination? Do the Battlements themselves stay behind, since they are treated as a separate piece of terrain from the Building itself? If they did, would they then be cloned when the Building is redeployed?
(Obviously there are reasons why a lot of people forbid the Scouting of Buildings. Consider this more a question for the sake of fun than anything else.)

doesn't the order in which you place buildings and get to choose what scouts mean that you can't scout buildings this way?
to the question, I'd say that the units on the battlement 'fall' to where the footprint of the building is. but this ruling is mainly since scouting the building in the first place is 200% cheddar.

Fortifications you buy for your army are just treated as another Unit in it, and are Deployed as such.
Scout kicks in after Deployment, so you could give the Building Scout (say, with Formation/Detachment rules with Skitarii) and it would have the rule when it came time to do Scout moves.
It's a Redeployment, so nothing in the rules forbids Buildings from doing it, unlike, say, Outflank, where the Building would be required to move.
The rules don't address this situation, since clearly if GW ever bothered to write FAQs and Erratas their answer would be "No, Buildings can't Scout, don't be a tosser".
But I just find it... an entertaining example of what happens when you don't think through all the permutations of your ruleset. Which happens a lot with GW, but this one in particular is amusing, given that Battlements are treated as separate pieces of terrain from the Fortifications to which they are theoretically attached.
