Why Aye Ya Canny Dakkanaughts!

Not exactly sure where to ask this as it is not an army list, not clarification of current model rules or a suggestion for a new model. I guess it is kind of a suggestion for a campaign objective piece so it is most appropriate here.

I am organising a 13th black crusade campaign and the final battle will be over the pylons on cadia. I have already decided to veer from the fluff as I don't think it would be fair to say the pylons can be destroyed from summoning lots of daemons or all the chaos players would have to do is take a load of psykers/summoning special rules and the battle would be over. So instead I have desided to size down the pylons from 1/2 mile width to more bastion size and have three of them on the board. Here is my current thoughts on what the pylons should be:
Armour 15/15/15 Hp 15
Is that strong enough for the final game bearing in mind it is 12000pts?
Also should I give the pylons any special rules?

You should definitely include something that shows their ability to pacify the warp. Perhaps all Daemons that move within 18'' of a Pylon must a dangerous terrain test and all models within 18'' of a Pylon manifest on a -1 (so usually manifesting on a 5+ instead of a 6+). The entire point of the Pylons is that they calm the warp, that's why Chaos wants to rip them down.

Also remember Pylons are Necron technology so they probably deserve some kind of IWND to represent the regenerative metals.
