This is a list that my friend is thinking of taking to a tournament and I was wondering whether the dakka community could help a IoM player out? I usually play Orks and Tyranids these days so I'm not knowledgeable on whether this list would work,

Thoughts? He wants a primarily shooty army with an element of CC to counter alpha strikes. Would the Murder pack formation be better for him?

Also he wants the list to be able to beat Necron Decurion w/ multiple Canoptek Harvests
