Usually recommended for SW is getting thunderwolf cavalary boxes, HQ would either be iron priest, WGBL or wolf lord on TWC. Maybe some wulfen to help, dagger fist is helpful.
Maybe look at the getting started box of the deathpack, that is a pretty good formation and a great start to an army.

Just so you know that is not an actual box set (which offer a discount) but a collection of sets sold at exactly the same price as buying them individually. Only thing you get from this is a formation sheet. Personally I am not a fan of this collection as it has a lot of terminators which generally aren't very good. Very points heavy and your likely to end up with a bloated army that just gets destroyed by a more practical lean army. Not sure how good the formation is but 3 units of terminators on foot (or one in a stormwofl) is very impractical in most games.
The "Start Collecting" Box set seems like a really good way to start up a wolves army (I recently got 2 boxes to help fill out my "saved from being put in an ebay fire sale" space wolves). Thunder Wolves are the go to unit in the codex and the Power Armored Space Wolves can be made into Blood Claws, Grey Hunters, Wolf Guard, or used for a multitude of kitbashes (Wolf Priests, Iron Priests, Rune Priest, Wolf Lord, Battle Leader, Long Fangs, etc). The Formation in the Starter Box is rather good honestly and the box set is a great starting point for building a respectable force with some flexibility in which direction you take your army. From there you might want to look at the newest Space Wolves rule book for their new formations and see what looks appealing. Lots of options that lets you effectively take your army in different ways and not just the meta build of thunder wolf spam.

For starters, I would check out the Space Wolves blog as they are in the middle of building a "Player's Handbook" of popular list builds, what units work, ect. Sadly, I'm typing this from my phone and I don't have the link, but a quick Google search should bring it up.
From my perspective how you want to build your Wolves depends on what your style of play is. If you want to play them competitively in tournaments and such then I would focus on T-Wolf Cav and consider building around one of the now many Space Wolf formations that give you free items and instant combos. All of them require at least one unit of Blood Claws which are now the best Core choice in the book. There's a crap-ton of AP 3 weapons in 7th edition, so your wolves will need a delivery system like drop pods. I don't play against many Eldar guys with Lance weapons and I'm still a fan of the good old Land Raider. (I usually run a LR Crusader packed with Blood Claws and a Wolf Priest.) Another option I run with these days is using a small pack of Wolf Guard Terminators with Arjac in a Drop Pod. This is really my disruption unit that I have arrive on Turn 1 to immediately throw at anything big on the table. Arjac and the boys land in Turn 1 and Arjac throws his S10 Thunderhammer at whatever he needs to. With his BS of a 5, he hits on a 2 and doesn't care if your vehicle has ceramite armor. Arjac also has a 2+/3+ and Eternal Warrior.
The beauty of the Space Wolves in 7th is that the characters are cheap for what they do and using the Wolves Unleashed Detachment, you can field up to 6 of them. Once you attach them to vote units they now gain Outflank on a 4+ with a guarantee that you can select one unit each turn to auto-pass its reserve roll to show up and Accute Senses allow you to re-roll what board edge they arrive on. Throw some melta guns on those boys and let them show up and blow stuff up.
Anyway enjoy your Wolves! AAARRRRWWWOOOOOO!!!

Wolves used to have limited playstyles that worked. Now they have a lot.
Step 1. Get a copy of the new wulfen book rules and look at the great companies. See if any stand out for their rules/what you bring. I always liked my drop pods, and now Blackmanes great company is perfect for me, so I am running it tonight! Ironwolves might be for you though. If you don't like any of them, there is always CAD and Champions of fenris!
Step 2. If you chose a great company, get all the required units . If you did not choose to use the strike force, go to step 3.
Step 3.
With the strike force daggerfist, you could make voidclaws out of one unit, then make a custom TDA lord and give him the relic wolf claws from the champions of fenris if you choose to run from that book. It makes for a whirlwind of fun. I would suggest the "Start Collecting" box set though. It's a good deal, comes with it's own formation, so it can be run on its own, and is good units.

I was going to recommend finding the blue oyster bar in the local community. It'll look like a biker bar, but play show tunes.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised. |
