Enemy units cannot fire Overwatch against units from a Tallyband. But if I join the Tallyband Herald to a different unit not from this formation, does this unit as a whole then have the anti Overwatch ability? If not, why not?

No, because it is not a unit from the Tallyband. Either the rule would require "one model in the unit with this special rule", "the unit this IC is in", or similar for its target. If the target of the rule is only "a unit from this detachment", the IC is not working as a member of "a unit from the tallyband", but operating as a member of "a unit from another detachment", so then rule would not be able to apply.

Yeah I thought this would probably be the case, thanks. I think I was momentarily unsure because like you say there are rules out there requiring "one model in the unit with this special rule" or similar.

Do note that my answer was contingent on the information you provided. Inadvertently missing details can make an assured answer difficult, and I do not know where to find this Tallyband detachment or its rules.
In most cases with these rules you need to identify the effect of the rule, then what it is targeting, and then when it provides its effect, and you should be fine. Not all are straight forward and can reverse what you think the target is, like Counter-attack, or have two targets with two effects in their rule like Move Through Cover.

The Tallyband is one of the new Daemon Formations but one of the unit requirements is a Herald which is an IC and can therefore join another unit not from this formation.
The Special Rule in question is called Distracting Swarm of Flies. It's exact wording is "Enemy units may not fire Overwatch against units from a Tallyband" so I think you were right, I don't think the rule can confer upon non formation units.

Yeah it would need wording similar to the Eldar Banshee mask which say something like, "Units cannot overwatch against units consisting of at least 1 model with a Banshee mask." This is what allows an Autarch to join DE Reavers and make them good.
As a side note, I like the idea of running an all Nurgling Tally band & a Rotswarm with 1 large Drone unit and 6x 1 Beast units. Join both Heralds with different Loci to the Drones. Now the Drones have both Loci. and all the Beasts around it have FNP

Yeah I had the exact same thoughts for the Tallyband and Rotswarm. The Drone unit could potentially be really powerful, I'd maybe give Grotti the Nurgling to one Herald and the Grimoire to the other. Then maybe try for Endurance/Cursed Earth or some of the new Plague powers, Putrescent Vitality would be great for the Drone blob.
