I was wondering, could you combine Eldar and Space Marines? I was wondering because of plans for a Female Space Marine Army, taking the slimness in eldar and adding it to Space Marine weapons Systems.

Now before you go saying there can't be female Space Marines, who was the second Primarch, hmm? Exactly. Unknown, so there could be a female Primarch and thus a female Space Marine Legion.

the reason I say Legion is that she might be unaware of legion diffusion so has stuck to the older space marine orginization. I'm thinking. . . Pandora's Legion. Now this will be because its like the Emporor's trump card. Despite all the bad things to be released, hope was still kept.

They would probably also use lighter armor duwe to how this was before the horus heresy.

In the rulebook, IIRC, Space Marines and Eldar are "Desperate Allies". It wouldn't be fluffy to ally them (like it isn't fluffy to ally Orks and Tau, but there are a few lists out there that ally Orks and Tau).

Female Space Marines can't happen. It has been discussed many times before, and has not ended well. The gene seed only works on males.

I do not know who the second Primarch was\is, but I don't read much about the Primarchs, and the only Primarchs I care about are Sangunius (Blood Angels) and Roboute Gulliman (Ultramarines).

Going back to Female Space Marines, they can't happen, but there is an army called Adepta Soriatas, better known as Sisters of Battle. However, Sisters of Battle is a very expensive army to collect.

Eldar and space marines, eh? Sounds good very nice. Female space marines, eh? I wish... :( Sadly the fluff dictates that this is impossible, but as KaptinBarukk states above, consider Sisters of Battle instead.
