A friend and I have a tournament this year. It's doubles and quite restrictive. Ranged D is nerfed so it all essentially works as D-Scythes do. Each player can only take an allied detachment. Vehicles can't be in squadrons of more than 1. 600 points each. All armies count as allies of convenience no matter what. So psychic powers can't buff each other no matter what. But you roll one dice for your psychic pool in the psychic phase and add all your respective warp charge to that single roll and then use that pool to cast powers. So players can essentially charge each other.
So we have decided to enter and have come up with this list. I'm going Craftworld eldar as they're my biggest force and my most commonly used. I've also run them at tournaments before and I'm most experienced with them. My friend is taking space marines. He's new to tournaments and has never been to one before. I've helped him build his list.
My 600 points - Craftworld Eldar - Allied detachment.
HQ - Farseer, Bike, Spirit Stone - likely the warlord.
Troops - 5x bikes, 5x Scatter lasers, Warlock upgrade.
Fast attack - Crimson Hunter Exarch, Bright lances.
Heavy Support - Fire Prism.
600 points exactly.
His 600 points - Space Marines - Ultramarines chapter tactics - Allied detachment.
HQ - Tigirius
Troops - 5x Scouts, 5x Snipers, camo cloaks, melta bombs on the sergeant.
Troops - 5x Scouts, 5x Snipers, camo cloaks, melta bombs on the sergeant.
Fast attack - Drop pod
Heavy Support - 3x Grav Cebturions, all upgraded to grav cannons and grav amps. Omnispex.
600 points on the nose.
Tiggy joins the cents and fishes for invisibility. If he gets it early, switch to divination for perfect timing and prescience. Prescience less important as dev and tac doctrine gives lots of re rolls. Seer likely join scatter bikes and roles on runes for doom, fortune, guide, eldritch Storm. May go for invis and psychic shriek himself. Warlock possibly hunts for protect or horrify. May switch to sanctic for gate or something. Likely stick on RoB though.
Scatter bikes shred infantry. Snipers deal with MC's. Grav cents do grav type stuff. Crimson hunter deals with armour and fliers and prism deals with MEQ and armour. It's not a flier heavy meta.

Looks pretty good. No idea how you will do, as local tournaments vary wildly on how competitive they can get. But you should have a good showing.

I'd say it's mid range competitive. It's not crazy competitive and I've played harder meta's but there's a decent level around.

Depending on the missions, you might be better off with more, smaller, squads of bikes. Right now your one squad is the only mobile ObSec unit you have. Those sniper scouts are just going to hunker down in place.
You have firepower, but not a lot for maelstrom.

I did think about that. But it means ditching the warlock and that loses me survivability on the seer. He then has to join a 3 man squad. I thought about squeezing a 3 man bike squad with no upgrades.
