War Walker Pilot with Withering Fire

This formation seemed like a neat and flavorful way to get some Harlequins as an allied force - have any of you had experience with it? The only big downside I see is that it makes the Veil of Tears power much less useful.

I use it a lot. It's a pivotal formation in making the Freakshow list work (Dark Eldar + Harlequins for maximum Leadership shenanigans).
The Shadowseer should have 2 jobs, mask of secrets + Psy-shriek. That's where she is best, providing a Leadership debuff to make the Death Jester more effective and to Psy-Shriek units within her 12'' Mask bubble. Remember she can move out of cover, Witchfire, then run back into cover.
The Death Jester will be a hit or a miss, some games he will cause entire units to run off the board or into bad positions and others he will do nothing due to bad rolling or Fearless.
Grab Cegorarch's Rose for the Solitaire, it helps a lot in taking down full squads of say Loota's or Fire Warriors. Use him as either a bully unit to scare ranged infantry or use him as a missile, blitz ASAP and suicide into something big and hope you take it down as well. Both work.
It's a good formation.

Dark Eldar have access to weapons with the Soulfright special rule, which is basically a Psy-Shriek ranged weapon that doesn't effect Fearless and ATSKNF units. They also have access to the Armour of Misery, a minus 2 to leadership within 6". They also have access to the Haemonculus coven, where every formation has the Freakish Spectacle rule meaning units within 12" have -1 leadership. Then you can add in Eldar allies to taste (Jetseer for Shriek, Hemlock and Rangers for pinning are my go-to).
As you can see it's incredibly easy to stack leadership debuffs onto units. I've had a Wraithknight at minus 5 leadership then Psy-Shrieked it to death with a single cast. If you wanted to use this competitively it would probably be the Corpse Thief Claw formation, The Heroes Path formation and some Eldar with Dark Eldar allies.

A Freakshow is a combination of all the various Eldar Leadership Shenanigans, principally found in DE Haemonculus Covens and Harlequins (hence the name Freakshow)
I use a slightly watered down version as my Triple Eldar TAC, with a Mask of Secrets, Armor of Misery WWP archon, Hemlock Wraithfighter and Death Jester.

I've found it can make good allies with Dark Angels due to Interromancy and the Mask of Secrets working well together. I once destroyed an entire Necron warrior blob with just the Solitaire, the negative LD buff, and the Seed of Fear power from a DA libby.
However, I don't find the formation to be very useful in a solo Harlequin army due to the lack of Rising Cresendo
