As an example, the escalation league that just wrapped up at my FLGS was:
Week 1: 40pts
Week 2: 70pts
Week 3: 100pts
We did swiss pairings, with two rounds at each point level. The relatively low point levels make it more accessible to players without many ships. We're still building a local player base around here. More typically, you would see a progression lik 30/60/90/120/150, with only one match at each point level. A nice feature of these point levels is that there is no 100pt games, and so you can't just netlist.
For list building, the usual rule is that you can only add pilots and upgrade cards at every point level, never remove. I've seen a few ideas for how to add some flexibility beyond that (usually with a side board), but the KISS principle is probably the best approach.
