Can a superheavy flyer that has the hover option (ie a Eldar Vampire) do a tank shock?
if yes....
Does SuperSonic come into effect with the all out move when it's in hover mode?
Would you measure any unit hit by the width of the wings/footprint (since I usually model my Vampire ? Or body only?

The only flier that I know of that can ram is the assault ram.
But I am not that familiar with eldar superheavies.

Read the rules and it seemed to work
Zooming flyers cant tank shock or be tank shocked.
Hovering flyers use skimmer rules. Skimmers don't prevent it from tank shocking.
super heavy gives the thunderblitz rule.
Until I read the Super heavy flyer part.

A Under "Super-Heavy Flier" it says "Super heavy flyers are Super heavy Vehicles …".
B ThunderBlitz has it's own sub-section under SHV that says "Super-heavy vehicles may Tank shock or Ram. When they do, roll once on the Thunderblitz table..."

C the special rules for Super Heavy Flyers don't include Thunderblitz because it's not a universal special rule. It states "All Super Heavy Flyers have the following speical rules: fear, invincible behemoth (pg94)"
D The Super Heavy Vehicle section says "Super heavy Vehicles have the following special rules: Fear, Move through Cover". By default, if you deny the SHV's from having Thundeblitz because it's not under the Special Rules, neither does the Super Heavy Vehicle under speicla rules.
By RAW even a normal zooming flyer could thunderblitz, but I would read it as only a Super Heavy Flyer that converts into Hover mode so it's no longer a flyer.

Read the rest of the sentence instead of stopping halfway through.
Super heavy flyers are Super heavy Vehicles and use the Super-heavy vehicle rules for Shooting, Vehicle Damage, Catastrophic Damage and Transports (pg 94).
Do you see 'Thunderblitz' listed? No. It is not a rule that a Super-heavy Flyer uses, even though it is a Super-heavy Vehicle. The sentence explicitly excludes 'Thunderblitz' from Super-heavy Flyers.

It's certainly a quirk in the rules, as its a super heavy flyer that can become a skimmer, which is also super heavy, but the eldar super heavy skimmers can thunderblitz as normal.
For me thats a rule mismatch, and RAI should allow it to thunderblitz, but RAW says it cant.

Are you sure...
My guess would be that If they wanted them to thunderblitz tat they would have included it in the special rules of the type. The removal was done on purpose.
