Hopefully this is the right place to post this question.
My question is, could I take a necron overlord, and give him some items from the regular Necron 7th edition codex, along with something like the solar thermasite from the mephrit dynasty relics of the war in heaven?
Say, for example, I was running the decurion. The overlord had some items from the mephrit dynasty, would he be able to take the solar thermasite to give him reroll 1's in saves?

Yes and no.

A model that can take Mephrit relics can still take normal Necron relics.

However, in order to be able to use the Mephrit relics, you have to be using either the Mephrit Dynasty Cohort detachment, or one of the Mephrit Dynasty formations.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Keep in mind that both lists only allows one Relic from their lists to be chosen, so one from C:N, and one Mephrit.

The details are hard to find as that detail for the Mephrit Relics lies much earlier in the book before they list the Blood Angel Relics and detachments.
