So can I just buy Waaagh! Ghazghkull - or do I need the codex in order to run a small Ork army?

No not at all.. The ghazz supplement is only suited for large armies and it isn't really that good.

To expand on it, you need the codex no matter what. A supplement does not have unit rules, only a codex has that. So if you want to run a Ghaz Formation you need the main Rulebook, Ork Codex and the Supplement as the minimum requirements to get the rules needed.

If you want to play Orks, you must buy Codex: Orks.
The Waaagh! Ghazghkull supplement can only be used if you have Codex: Orks.

Technically, it contains a few good formations like bullyboyz and scouting wagons and the one that makes walkers a bit more fieldable (although, i think that unbound deff dread spam would still be superior). It also contains some...passable fluff about Ghaz and his WAAAAGH!

I'd gladly pay 4-5 buck for it but no more. You see, noone really requires you to have phisical rules here. Just get a print or screenshot and you'll be good.

I'd first recommend to search it up online when it gets posted. Read it and than decide for yourself if you want to spend money on it or not.
