If I take the retribution phalanx, (overlord, warriors, scarabs and stalker) can I take a ghost ark as a dedicated transport? I realize it would not have the special rule, from the sands, we rise, but it would make the single unit pretty powerful with staying power.

Yes, it is a valid upgrade for the Warriors.

As long as the formation in question does not have the restriction for what the unit can bring you can take any upgrades listed in their dataslate
|
It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case. |

Only thing then is... where does your Overlord go?
Perhaps get the Ghost Ark, but have the Warriors walk.
Stick the Overlord in the GA, thus giving him an extra level of protection (keeping him alive is your top priority, after all).

Necron codex specifically states: the ghost ark may carry Necron Warriors and independent characters with the infantry type (paraphrased). Ghost arks can carry characters, but it's not often seen since the minimum warrior squad size is ten models, and the ghost arks capacity is also ten models. To fit the characters, you either have to have them ride while the Warriors go on foot, or wait for a warrior to die and have them ride together.

Hmmm well my thought was to have the ark, stalker and warriors act as a vangaurd for my force while the overlord stays back in cover, surrounded by my annihilation nexus and a cryptic with immortals

That increased range is cool for sure. Maybe in games where Quantum Shielding actually works as a defense.
Otherwise I like the Retribution Phalanx Overlord in an Orikan-Wraithstar with the scarabs serving multiple purposes (bubblewrapping, acting as anvil to the Wraithstar hammer, intercepting, etc.)
