A Protoss colony world

Not sure but what I'd drop the Prince and the cultists and take a Nurgle Chaos Lord on a Bike along with a squad of Nurgle Bikers. Perhaps set that Lord up with a good melee weapon loadout (like PF/LC) and/or the Burning Brand. I feel like they'd be more survivable than that Daemon Prince, especially when that Lord is actually tougher!

I would suggest you take for an HQ:

Nurgle Spawn x5 180
Chaos Lord of Nurgle on bike with power fist and lightning claw, blight grenades and sigil of corruption ~175

This guy has so many wounds and moves so fast that he guaranteed gets stuff done.

For the cultists you really want to take a helcult (hellbrute + 2 squads of cultists), it gives the cultists fearless and hatred (if helbrute dies) and the helbrute can pass off hits to them on a 3+ if they are between the dread and the shooter (see the Helbrute dataslate).

If you are willing to branch out away from mono nurgle then you can take a Khorne Daemonkin CAD with 6 squads of 8 cultists each and a jugger lord with flesh hounds, this will be quite cheap (maybe 500-700 points) and will give you loads of objective secured cultist units who generate 2 blood points each when they are destroyed (1 for character +1 for unit). If you do that then take a couple of fast attack rhinos for the cultists to ride in too.

What does the helldrake have for a weapon? If you're taking a Hades autocannon for AA maybe drop some obliterators for a defiler. If baleflamer, what do you plan on doing vs all those necron flier lists?

A heldrake is much needed. Its ST 7 AP2 ignores cover vector strike WRECKS. Plus its got an epic marine killing cheese weapon. A torrent flamer STR 6 AP 3

EDIT: It comes with the vector strike, you dont need AA. All the heldrake has to do is fly over. it ignores cover and thusly jink saves. STR 7 AP 2 free pwning on planes? Its an anti air beast. Goad your opponents into deploying a single warlord in ruins by himself out of cover/ los. Do a fly off table and vector strike his puny HQ and fly away with it into the sunset.
