It's a close contest between Orks and Chaos, but I chose Orks because Orks.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

Surprised tyranids are not getting more votes. I went with Ork but Chaos and tyranid are right behind for me. Ultra marines being the poster child, and their troubled past against the bugs would make me think they would get a few more votes.

The question isn't scariest, or most dangerous, or most poetic, it's most iconic.

You have to admit, Space Marines vs Orks is pretty damn iconic. The second, fifth, and the first of the seventh edition boxes, the main Epic 40k box and the original Bommaz over da Sulphur River box were all Imperium vs Orks, while Imperium vs Chaos is only one core box (6th) and two specialist games boxes (Titanicus and Battlefleet Gothic).

Meanwhile Imperium vs Dark Eldar, has one, and Imperium vs Tyranids have two (if you count Space Hulk).

IoM has been fighting Orks far longer than they have been fighting Chaos.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

The day to day enemy of the IoM is Orks and they are the more iconic with 40k basically being "Fantasy tropes in SPESS!!!!" while Chaos is the Big Bad of the universe. Both answers are correct honestly.

Had to vote orks on this one, but partially biased because they were the first army I played against.

Chaos comes a close second because NEVER FORGET NEVER FORGIVE, possibly tied with nids because they are, at least in my eyes, the greatest threat to the Imperium.

Orks are more iconic historically. They're the bad guys in nearly every fantasy environment, and in space they were the front runners again. The most inspirational art was often Commisar Yarrick prevailing over Orks, or Crimson Fists fighting off Orks. Chaos is the depiction of evil and angst, but it's just not as iconic as the Greenskins.
