IIRC Cypher's dataslate says he can't be taken in the same army a Dark Angels unit, so no. You could make an army of Fallen Dark Angels using the Chaos Space Marine codex and put him in that. Somewhere on the internet there's a pretty cool Fallen Daemon Prince someone made

Like Dalek said, not possible. You could play your Dark Angels with the Vanilla codex or something like that, but not with Codex: Dark Angels.

you just need to go unbound, his rules have no ruling vs unbound. in fact they go out of their way to only mention battle forged armies. cyoher would be broken in unboaund dark angels if terminators werent the worst units in the whole game

Go any other chapter tactic or chaos and theme your army as fallen angels.

It's actually the only thing you can't do in Unbound.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

incorrect, and my reference is the cypher data slate that comes with the LE dark Angels codex so nuts to this notion that it can't be done
Cypher can exist in a dark Angels unbound army and ride in transports and be effected by our magic and can even buff the deathwing (which is goofy as heck).
And I have photo graphic proof.

The down side is that would involve using the CSM codex.
Unless CSM have gotten better when I wasn't looking.
For show though, yeah it would be rad. Use guys with cloaks for veteran troops. I vaguely recall one of the older codices showing an unidentified traitor marine who was basically a robed dark angel.
