So I'm thinking about starting up Imperial Militias/Cults for 30k, and I would like to field some squads of Levy. Some big squads of Levy. So does anyone know where I can get some bulk 28mm miniatures for cheap? I know there used to be a bag of 80 infantry you could buy for Warzone for like $16 or so, but that seems to have been discontinued (or I can't find it). I'm thinking of something in that area of cheapness, maybe a little more.

You can still get the figures, but you'll have to buy the box contents as well (they were the figures from the Warzone 2nd ed starter box which Prince August miniatures still sell).

They just aren't available in the separate bag anymore.

The bad news is that the box is 40 euros.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

Historicals are your best bet, they're ridiculously cheap and make you realise just what an eye gouging rip off gw is.

Victrix are the cheapest 28mm that I know of, 60 models for £20 in their napoleonic ranges, decent quality, but not sure they'll have what you're after for 40k.

Perry Miniatures are imo the creme de la creme of 28mm wargaming (not display) miniatures and are cheap as hell too. They're releasing a new British 1870's set that would be perfect for praetorian guard. Their metal ranges are seriously beautiful (think hobbit resin character sculpt quality, but 6 for £7 and in metal not shitcast...).

Warlord are good but not quite perry standard. They have a lot ww2 stuff which might be more adaptable to 40k.

Perry does have some beautiful miniatures. I have been thinking about purchasing some and splicing them with guardsmen bits in order to get the feel of one of the many, many, technologically regressed planets in the Imperium.

Armies in disrepair: nothing new since 5th edition oh how I want to revive, but mostly old fantasy demons and some glorious Soul Grinders in need of love

I highly recommend Perry's, honestly the quality is fantastic and the models have tons of character. I have a 400 model napoleonic french army almost entirely from them and it's gorgeous. I'm thinking of getting their new 1870s set and switching out the rifles for lasguns and finally having that praetorian army for fraction of the price.

Check out their 1812 Retreat from Moscow range, my favourite models ever, oozing with personality (everything current gw isn't), of my 1000+ models they're easily my favourites, and some of the cheapest!

Unless you're after one of their deals or metals I'd check out ebay sellers for the plastic boxes, they're generally about 10% off and you can get free shipping, Perry only does free shipping over £200.

Wargames factory shock troops are pretty cheap and made to the same size as GW cultists/ guardsmen. They're around $20 for 18 minis

War games factory shock troopers are very good value. I personally went with dreamforge eisenkern as I absolutely love the models and they are still half the price of cadians. The quality of the kit vastly surpasses gw guard in my opinion
