I remember reading about a White Dwarf article that wrote out a mock SM Codex intended to accurately represent SM in order to demonstrate how overpowered Space Marines would be if GW actually represented them accurately on the TT. Which issue of WD was this in? I would love to read it, but can't find it when consulting google.

I assume you mean the 'Movie Marines' army in White Dwarf 300. Written by Pete Haines, I believe.
A 1500 point army of Movie Marines would be about 10 Marines and a Rhino. They were pretty powerful.

I think you might be thinking of the movie marine rules, possible from WD300.
And actually they were NOT meant to be 'realistic' or 'fluffy' marines they were meant to show how powerful marines are in Imperial propaganda films.
Besides being very powerful they had some humorous rules, you could buy 'stunt doubles' to take a wound instead of the marine 'stars'.
Bolters had the same stat line as Assault Cannons and everything else was similarly upscaled.

there was a one issue difference in the numbering between the UK and US mags...
yours would either be #299 or # 301...
i can't remember which direction the difference went...
