I very much doubt I will field this list as it is a lot of points to make one squad unkillable, but hey! Might be fun to use (meaning frustrate your opponent)
Disclaimer: although this list does take advantage of some broken rules it won't rofl stomp anyone because it has no attacking power just defencive.
The list:
Plaguebearers
- +10
- 180pts
Herald of nurgle
- 2ML
- Greater locus of fecundity
- Exalted reward
- 150pts
Herald of nurgle
- 2ML
- 95pts
Herald of nurgle
- 2ML
- 95pts
Kairos fateweaver
- 300pts
The idea is to have all the heralds in the squad of plaguebearers and have them all fish for putrescent vitality and cursed earth. The herald with the exalted reward is going to try and get grimoire as well and kairos will cast invis on the unit.
So now we have a unit of 23 T7 models with a 2++ invulnerable save, a 5+++ feel no pain and invisibility.
Here is some quick calculations:
A lascannon will have a 1/6 chance to hit, a 5/6 chance to wound, a 1/6 chance to bypass the invul and a 2/3 chance to bypass feel no pain. This means that, in total, a lascannon will have a 1/65 chance of wounding a model in this unit.
Please feel free to add anything else to the list to make it even tougher or to point any illegal parts of the list.

This isn't a comp list, I put it together for fun. (Also it isn't really constructive if your advice on how to improve a list is to take a different list)

Mostly this is just a theoretical lsit. As stated in my OP I very much doubt I shall ever field this list.

Perhaps, but he also gives the re-roll for grimoire so there is a balance. Alternatively I could bump the points up to 1200pts and add in Be'lakor.

I don't see the point of this exercise.
It takes more wounds to kill a 2++ screamerstar than this assuming they both have magical invis.
Screamers are also combat ready and move wildly fast.

There is no point to it, why can't we just have a little fun building a list?
Yes screamerstar has the 2++ and possible invis but they aren't T7 with FnP so they are far more susceptable to low strength weapons.

When both units are functionally invincible it doesn't if they are more susceptible to anything, they are still invincible

The biggest advantages of screamers is that they also have Hit & Run - allowing them to avoid extended fights with superheavies.
Nurgle doesn't really have any counters to stomps - at least, not other than "use more dudes". Plagueswords can take hull points off a knight, so you're less vulnerable than most 'warrior daemon' types.
If you're doing this as an intellectual exercise, make the unkillable unit part of a tallyband - a potential -1S and -1T.to attackers is nice.
Agreed on Be'Lakor. Garuanteed invisibility helps.

An invisible screamer with a 2++ has a 1/72 chance of being wounded by a bolter, a plaguebearer in this army has a 1/324 chance of being wounded by a bolter. They are slightly different in survivability.

If we get into attacking ability the taliband and touch of rust on the heralds weapons would definitely help them take out other squads as well as helping them survive. Would be nice to send these plaguebearers into a squad of assault termies and have them wound on 5's and wound them on 4's.

The tallybrand is definitely something to look at if you are wanting to go with something more long lasting.
For a thematic list, I've got an tallybrand army I'm working on with a forgeworld GUO as the centerpiece.

They are not more succeptible to low strng firepower.... They have a 2++ rerollable.
The point of posting lists to this section of the website is to share something that's interesting or you need help etc.
This is just a squad of plaguebearers with generic in the book upgrades

Ah yes, I forgot about rerolling 1's.
As to your other points:
I myself find this interesting as I am primarily Khorne and Nurgle, so a list of Nurgle daemons that can rival the Screamerstars durability (maybe not attacking ability) does interest me. I have also asked for help from other users as to how to make this list even more durable.
Finally the T7 and possibility of taliban/relics for thia list does not come from the daemons codex.
So I ask again, could people please be constructive rather than just telling me to scrap the list and take a screamerstar as only 4 out of the 17 posts so far have been helpful.

Given your criteria of running the CaD, you are limited as to what you can do to make the 'unkillable plaguebearers'. I already gave you the suggestion that would help, which is to use Be'lakor over Fateweaver to guarantee Invisibility.
If you are willing to split from a CaD, then I suggest (again) looking at the tallybrand. 60 plaugebearers with FNP is incredibly hard to dislodge. In addition you get some nurglings for flavor.
Instead of going for just one tough squad, you are splitting up your effectivness to be a real pain overall to dislodge.
Anything that gave your plaguebearers cover would be helpful. Even something as simple as an ADL would help. The more cover on the board, the more effect your plaguebearers have.
The trick is to use the rest of your army to do offense. If you are going with the Nurgle theme, you can bring plague drones. Greater daemons and soulgrinders can be used as well.
There are lots of options to add teeth to the plauge host.
